The common thread across all of EGI-InSPIRE‘s objectives is the provision of a European wide production quality infrastructure, built from federations of independent resource providers (i.e. NGIs and EIROs) and coordinated through a central organisation EGI.eu.
In the EGI_DS Functions document the tasks needed to deliver this have been categorised into three groups:

Tasks needed to coordinate the infrastructure located within the NGIs and EIROs to ensure that it is integrated and managed at an European level;

Tasks that need to be fulfilled by a provider of resources for them to be integrated into the infrastructure;

Tasks undertaken by a resource provider that have no visible impact outside of their own organisation.
It is the 1st and 2nd category of tasks, referred to in the EGI_DS Functions document, as the EGI Global Tasks and the NGI International Tasks respectively that need to be satisfied in order to provide the integrated set of services that comprise an effective production-quality infrastructure.
The EGI Global tasks are the responsibility of the EGI.eu organisation and are undertaken by EGI.eu staff in Amsterdam or by staff funded through EGI.eu, the NGIs and the EC through the EGI-InSPIRE project located in the NGIs.
The NGI International Tasks are the responsibility of the individual NGI to deliver the task to a satisfactory level, funded through the NGI‘s own budget with a contribution from the EC through the EGI-InSPIRE project. The staff in EGI.eu are there to coordinate the staff undertaking the NGI International Tasks – they have no managerial control over them. However, through the EGI-InSPIRE project, there is an agreed joint programme of work that the staff in all of the involved NGIs, EIROs and EGI.eu (i.e. the EGI-InSPIRE project partners) are committed to which does provide the managerial control.
Therefore the methodology to deliver the project is driven by the following two strategies:
- An EGI.eu that has sufficient staff physically located in Amsterdam integrated with technical experts distributed within the NGIs to deliver jointly on the EGI Global Tasks and provide enough critical mass to coordinate an integrated pan-European e- Infrastructure.
- A partnership between the staff in EGI.eu and the NGIs delivering the NGI International Tasks that is legally binding through a collaboration agreement and a joint programme of work described within the EGI-InSPIRE proposal.
